YAP proposal #68: Social media as an agricultural extension tool (Devesh Thakur, India)

Social media can offer amazing opportunities to farmers. It can help farmers to seek information on farm operations, clarify their doubts on plants/ livestock disease symptoms and can have immediate access to market related information. However, this can be possible only when they are socially networked with human resources -agricultural researchers, extension agents, veterinarians, progressive farmers, sellers & other buyers – in virtual space. Thanks to low cost of smartphones, there is an unprecedented increase of social media use in rural India. The power of social media can be harnessed and will be beneficial for the farming communities.

My Name is Devesh Thakur, age 34 (Mobile Number:919418495117) and I have been working as Assistant Professor for seven years in a veterinary college situated in one of the Northern Indian States, Himachal Pradesh.

Under Young Agriprenuers Project (YAP project), I wish to apply the impressive option of using social media as a low cost agricultural extension tool. Under my project design, I would select farmers/rural youth/first line extension workers who now increasingly use smart phones. I would organise four virtual learning-cum-discussion groups, each of two months duration for four different enterprises through social media.

I have selected four major agro based enterprises: dairy, poultry, potato& apple. These enterprises are four major livelihood sources for the area under proposed intervention. Initially for the first four months, total of 150 farmers each from four different enterprises would be selected through purposive snowball sampling technique (through extension agents, progressive farmers etc.).

The proposed work would be carried for the farmers of Himachal Pradesh India. The state suffers from tough geographical terrain and therefore the cost on agricultural information delivery remains high. Bench line survey indicators assessing their knowledge, attitude, information needs and productivity indicators would be assessed. Based on these indicators locally relevant information on the enterprises, supported through experts through social media would be provided.

Two most popular social media tools prevalent in India – Facebook and Whatsapp – would be used. Afterwards, effectiveness of social media on these indicators would be assessed. Thus, a total 600 farmers (who use Facebook and Whatsapp) would receive information on these agro based enterprises. Each user would be requested to share the information further to at least another 20 farmers, which means at least 12,000 farmers would be benefited through this online capacity building and information sharing platform. Besides, they would also be requested to explain the content received by them to other illiterate farmers and even post queries on other farmers’ behalf. Thus, the benefit may go well beyond 12,000 farmers.

As a part of my work profile, I have been associated in agricultural extension activities. Over the years I have developed good networking relationships with experts as well as farmers across the proposed work area. Through social media diverse information needs ranging from production to marketing as well weather based agro advisory service on these major enterprises would be met. Also, specific queries during emergencies such as weather induced crop damage, animal falling ill due to toxicity, in a specific time frame (24 to 48 hours) would be provided/answered. The farmer’s would be incentivised to forward information through financially supporting their internet data pack from the grant received under the project.

The project would help to test the effectiveness of social media as low cost agricultural extension tool for farmers. The project is expected to fill the information gaps and address the farmer queries through expert support. It would boost farmer to farmer extension, and would strengthen social capital. The project has a good chance of self-sustaining as once farming community and experts visualise the benefits, no further incentives may be needed to financially support their internet data packs which remain a major proposed cost under the project.

Motivation for me for the project

I have been part of agricultural extension activities for last seven years. Over the years I have realised that traditional extension activities through lectures have limited coverage, require physical infrastructure set up, are costly, have lesser feedback and infrequent interaction with the farmers. Social media is an inherently participative and democratic form of information dissemination. This has led me to explore and test this amazing tool for agricultural extension work.

I have been working on social media applications in agriculture as part of my doctoral research(currently enrolled in the PhD programme in Extension Education at Indian Veterinary Research Institute, Bareilly, India).The proposed project would definitely increase my sphere of work which would have a wider societal impact. Also, research grants under the project would surely help me to improve the quality of work. Gradually I would scale up the project to include more farmers.

Expenditure:

I need 300 USD to buy a reasonable smartphone to post relevant content through social media platform.

100 USD are needed for high speed internet data pack charges.

3400 USD would be utilised as internet data pack charges for internet connectivity for 600 farmers. This internet data would be used by farmers for social media content downloading and further sharing with other farmers.

600 USD would be spent as travelling charges for an initial baseline survey and selection of respondents & miscellaneous charges such as social media content development.

600 USD is required as consultation charges for agricultural experts needed for relevant content delivery and providing regular responses to farmer queries.

Concluding remarks

Social media has the power to bring transformative changes in the agriculture extension delivery system of developing nations such as India. However, its true potential for meeting the farmers’ needs is yet to be empirically tested. The proposed project would not only directly benefit more than 12,000 farmers, but also, indirectly it can help millions of other fellow farmers and agricultural stakeholders.

Excellent project especially for a mountainous state of Himachal Pradesh where access to rural farmers is intervened by the inaccessibility of hilly terrain and the vagaries of the weather, in few snowbound districts the rural folk remain cut off from rest of the world for at least 5 months in a year.Further on these selected farmers can be dovetailed to act as key communicators for future animal health/ allied sector interventions.I would like to add further that even vaccination schedules for cattle can be communicated seasonally for a more wider coverage.

In the internet there is information over load, many times we were lost in the virtual world, because we open internet to search something but at the end at nothing. A relevant information of different aspects of agriculture and animal husbandry practices is really sought by the farmers.   10. use of social media and internet for farming people is the need of hour but till now this has not gained much attention by social and agricultural researcher especially under Indian farming system. proposal like the above mentioned YAP#68 will definitely help to provide and validate baseline steps towards transforming the farmers and farming community of India from traditional/indigenous knowledge farming system to next generation agriculture entrepreneurs capable enough to interact with researcher, fellow farmer using social media and internet. Moreover in far flung area of different agro-ecological zones where the availability of technical man power and expert consultation is one of the major constraints the initiative like this will be of immense help.

    Livestock sector has to reinforce with changing times and farmers are upfront. The primary struggle is how research system reacts and provide them with positive impetus. In this context, the proposal is valuable as it will bring necessary evidence to use social media tools by stakeholders.

    I found the challenge at hilly regions are typical than plain region. The role of social media is paramount as these regions generally shares characteristics such as lesser congregation point, inability of formal institutions to reach out to farmers in-spite of best intent to serve farming community.

    However, the referred sample size is huge given the nature of engagement you intend to propose as an individual scholar. You may please rethink it over. Further, the sampling will be more of young population accordingly you need to work out suitable statistical designs.

    keeping in view the present budget in which mobile phones/ laptops/tablets becoming further cheaper and smartphones availability at unbelievable low price along with continued improvement and accessibility of internet facilities at reasonable good speed makes the use of social sites/ media very attractive not only amongst youth but also among middle and old-aged population for sharing and getting information. In this context, the proposal is very apt. Use of social media in agriculture and allied sector is still at very early stage particularly in the northern part of India. This initiative is really a boost for further research in ICT segment and capacity building of livestock farmers through innovative means.

There is a need to use the technology in the rural areas of the state (Mostly those are small farmers) where people are have started to move away from agriculture and livestock rearing due to loss in the same. The reason for the loss may be attributed to the lack of information about new technologies. This may prove an important tool to develop entrepreneurship in the local people and generate the source of employment to many. Most of the important info. that remains to just labs now a days due to lack of connectivity, can be disseminated to the people and would surely be beneficial to them.     its a great initiative and research proposal being taken up by you for your doctoral research. off and on i have been associated with various extension and farmer outreach activities being undertaken by you in the past several years and the constraints we faced in reaching out to farmers and giving them faster inflow of information can be best solved by use of social media tools like facebook and whatsapp. it can be used to make an animal activity calendar for farmers starting from the first day of the year to its end giving him brief and timely inputs and advises about deworming, vaccinations, general management of animals etc, organization of clinical camps or awareness camps in his/her area.apart from cost cutting it can disseminate the required information at a lightening speed to the farmer, savingh him critical time in deciding what to do in case of emergencies or outbreaks.kudos to you. go ahead. best wishes.

Human resource gap in veterinary extension is more severe than the agriculture extension. I think the number of farmers is huge for a single scholar to handle and collaborate with. If you please, you can reconsider. Dr .Devesh ,it is a great n innovative idea .Farmers specially livestock owners in mountainous state like Himachal have had little access to extention activities for one or the other constraints despite the best possible efforts (physical ,financial ,in terms of kind )by the concerned agencies /departments .As practiced till date the modus Operandi was through organizing Kisaan Gosthis /Mela /awareness / demonstration camps which involved
    much more Time in organising the event ,
    , expenditure inputs ,selection of stakeholders ,ceremonial inauguration etc and little time used to be devoted in delivering /adressing the issues. concened to the actual stakeholders for the want. of. time n limited interaction.Main drawback with this type of extension system was participation of non serious stakeholders (just for the sake of presence ,free inputs etc ) n negligible feedback n followup of the impact on the stakeholders of these extension activities could ever be assessed that seriously to make a roadmap for future plan of action .Nowadays due to advancement and reach of I.T Gadgets n internet connectivity even in remote localities max people are using the smartphone for their day to day activities n farmers are not behind in this endeavor .So , I.T.through whatsApp n Facebook

    The potentiality of ICT is yet to be exploited in agriculture including animal husbandry. Only stray attempts indicated the utility of mobiles in accessing the information from several sources. The dairy farmers are using the mobile phones in contacting the field vets for various of the services like AI, Treatment, campaign schedules etc. But lot needs to be done in identifying the needs, reliable information sources, identification of key communicators, market information etc. The need to exploit the use of social media is of paramount importance in animal husbandry because of the high vet livestock ratio. In this context it is a very good initiative and I wish you good luck.

    1.1 For success of the project it is essential you ensure involvement and support of the ‘Stake Holders’ in the ‘Total Value Chain’ related to livestock production – from Livestock Producer to Service Providers (GO, NGO, Coop., Pvt. Vendor to State A.H.Dept and University). This may be considered as one of the ‘Essential Conditions for Success of the project’.
    1.2 ‘Lab to Land/Producer; Top Down; TOT approaches’ – livestock extension is plagued with these approaches. It is easier to change communication technology, adopt the latest but ‘Paradigm Shift in Livestock Extension approach’ is very difficult and unless that is done much of the effectiveness will be lost.

Essential in view of variability in agro-climatic and Infrastructural conditions of regions and Socioeconomic strata of livestock producers in the state (high selection pressure needed in this regard).
    1.4 I presume livestock producers you select will represent different socioeconomic strata and will have the facility of communicating through Whatsapp in Hindi (Devnagari) == so also the other stakeholders.
    2. It would be nice if the “Project provides FEED BACK” to Researchers and facilitates adoption of “Need Based/Problem Solving and Development Supporting Research”. In the same manner feed back to the State Dept. of A. H. to stream line system of service delivery and plan ‘Comprehensive Livestock Policy’ is needed. There would be need to develop feed back mechanism and sensitize concerned stake holders,
    3. A suggestion related to the above = it would be necessary to “Facilitate Feedback from Livestock Owners” and simultaneously “Orient technical persons from Research and Development groups” to give due cognizance to feedback from livestock owners – as there is much to learn from them, to develop approach to research and development,

  193. Innovative indeed sir…as you have said that you will disseminate the info to a set of farmers but they will be needed to forward that info to subsequently more individuals. What i could conclude was that it is more of a trickle down approach… is it. In such a scenario there will always be lack of accountabity. Plus, if the queries increase from farmers side how are going to tackle it. It will just be you who will be managing the whole affair. Instead i would suggest an umbrella system… underneath which you can voluntarily involve students and few retired professors even if they are willing to address tp the needs of farmers. You can.monitor that such data recieved from clients is actively replied to. I guess you can keep rewards for maximum forwarding of messages relating tocertain crucial issues. Otherwise you know when responsibilty is given to public without rewards results and accountability is doubtful.

It is one aspect and people are not going to benefit from such projects because here in Himachal no body is opting these things as business or commercialising it they want only government subsidy nothing else

    Social media particularly the apps y ou have chosen can play a great role in extension education of farmers. I myself feel that after the coming in of mobile veterinary services to the farmers improved drastically as I’m a field vet since 1991. Be it management of emergencies like tympany, prolapse of uterus, downer cow syndrome or be it clicking the correct time of insemination. What’s app groups are doing a good job exchanging info amongst the professionals. Groups including farmers looks a promising idea. Word of caution: Check on posts for authenticity.
    Special mobile apps for each subject can also be devised.
    But again the content needs to be screened thoroughly before posting.

It is indeed a novel approach to the issue of agric. extension and i believed it would enhance wide spread of agricultural informations from government agencies, extension workers,product companies to the farmers at less cost and good time.However, Such medium should be protected from social abuses as well as political platform through which politician take the advantage for their political gains.
    Similar thing has proved effective means of distributing agricultural input such as fertilizers, improved seeds etc without involving the middlemen who always exploit the down trodded farmers. Thirdly, such forum should be able to create a feed back mechanism between farmers and other technocrates as well as the government on issues concerning their welfare. Such forum could also assist the farmer on the timing of their planting crops or breeding season in line with weather forecast, this would greatly inform the farmer about the weather to be prevail in the days to come. The forum should categories farmers into the various farming system, since the need of these farmers varies at any given time.     Is the project about making farmers interlinked with open facebook/ Whatsapp groups with some experts as admin or linking them with some research institutes facebook/ whatsapp account?
    Open facebook/ Whatsapp groups can be misused by some naughty members by posting unrelevant material and disturbing/hurting other members.
    Organizational facebook/ Whatsapp accounts are usually one sided or closed type ie you can only read them and can not post anything on it. So farmers can not share theire problems/views on it and are bound to read only material posted on it by the organisation.
    If farmers of our country, who forms major part of national population, are using smart phones specific farmar friendly mobile app’s must be designed with subject matter experts to suit farmers various needs ranging from production to marketting.

    1. Hi Dheeraj very valid observations.What I have planned is that I would be acting as moderator of the groups in virtual space.There would be separate farmer groups and separate Expert groups.I would seek deliver the information through experts which I feel is as per their suitability(we call it content curation in social media).And would receive the farmer queries and then post to the experts.The group would remain a closed one to avoid any frivolous information posted.This would be our responsibility to make the group more interactive rather than a one way process.The initial baseline survey assessing information needs would take those things under consideration.Thanks a lot.

      1.Our selection criteria is farmers/members of farming family with a smartphone ;I am sure We can find this number given the fact that now almost 153 million rural Indians use internet regularly(Research Reviews suggested this number by June 2016)
      2.Social media have the advantage that relatively lesser ICT skills are needed to use them and a smaller training sessions can make every user to use it effectively.

      3.I am sure 2G penetration is reasonably good:my study area(Himachal Pradesh) has best rural tele density(twice the National Average of India) and second highest overall tele density in the country and therefore,I expect a reasonable internet connectivity.

Hi Arjit,I must appreciate your feedback,I need to select only 600 which I am confident I can ;although it may not be that easy but I am determined to do that under the project.Your observation about marginal farmers is absolutely valid.Even the traditional extension Efforts benefit the resource rich farmers more.However,in my project I have also tried to include first line extension workers as mediators of information delivery.Once they download the content they would be encouraged to ensure that information is passed on to marginal farmers within their social network through their smartphones.They also can refer queries of other farmers to the other experts who may be a resourceful farmer ,an input provider,extension worker,veterinarian and a reseracher. By posting queries on behalf of marginalized farmers by these first line workers; we can bring the marginal farmers in the ambit of our project work.Thanks a lot.I am sure you would ask few more very relevant questions.I am waiting for your response.Thanks Indeed.Best Regards Devesh

    1. how much reliable the communication is perceived to be by the farmer which will decide the level of confidence in the data/information shown by the farmer and ultimately his active and desired response. So personal rapport building along with confidence building with all the participants is necessary.
    2. it is assumed that each member will communicate the information to 20 farmers which which may not necessarily happen. Besides, the farmer may not be able to communicate and transmit the information as effectively as required. So i think each farmer should be receiving information from the extension agent himself to help in better evaluation of the project or groups of 5 farmers each should be made which will receive information from the group leader i.e the person receiving smart phone and data packs.
    3. the project is expected to provide social capital but the objective is to increase productivity(correct me if i am wrong) which would often require economic inputs by the farmer in his enterprise. His inability to do say may undermine the anticipated result. Some funds should have been earmarked for this purpose or the required Govt. agency which provides such inputs on subsidy basis or on loan should be actively involved in the project.
    4.the project should run over a span of one complete season instead of just a few months.
    Please correct me where i am wrong.

      1.You are right ;Even if we move through social media for information dissemination ;face to face extension,personal rapport;relationships;offline credibility are extremely important(This I realized even while I campaigned for this blog( a form of social Media) competition.Our Very first step is assessing the information needs so that only the relevant advice move to and fro.

      2.One of the criteria of selection of farmers would be that they pass on this information(online & offline) to other members since they would be incentive through data pack.Selection of those farmers becomes very crucial here.I take your point on organizing them further into groups of more.Seems to be a good point.

      3.Well in the process of overall benefit of society,economic incentives are one facets of growth.Sometimes social factors(Praise,recognition,Sense of belonging,Self esteem) also help societies to grow.By investing in social linkages through networking through various actors in whole Agro value chain it pays dividends to farmers. Infact last year’s world bank development report(WDR,2015) have pointed out social incentives are equally important as are Economic incentives.The project does not promote any subsidies or loans ,though it can help farmers to be more aware of such type of facilities if there are for them.

      4.The Project would be covered for the duration it seems suited to obtain the desired results.

        yes sir, surely the project cant provide economic incentives or loans to the farmers as it would require resources many times more than the available funds. But as u mentioned information regarding such Govt. schemes should be provided to the farmers and if possible your own social linkages should be used to garner those facilities for the farmer.
        also i totally agree with you that social incentives are effective tools for development of a farmer and they supplement economic incentives but sir i think that social dividends are difficult if not impossible to gauge, measure and project evaluation cant have only social components.so the criteria or the short term goal should be the economic transformation or development which can be easily measured in the form of income change.
        Besides i think that demand driven projects are more likely to get support from the people than the supply driven and thus a preliminary study should be (or may have been already) done to assess the needs of the farmers and if it is done efficiently, then the farmer to farmer linkages would be more strong and active

Iwanted to just add that agriculture department of himachal pradesh has also launched internet based extension services vide which smartphones have been given to the ADOs, SMS and DDA, JDAs indifferent districts. A new app of this has also been made by the Engineers r agriculture which is installed in smartphones. This app is connected to scientisys of university and help Extension workers tovget remedy for the disease they find in field of farmer.My humble advise is that you should also consider this app.Govt. has Also provided one year free internet for these mobile and sim has also been issued to extension workers.

Thus I would like to extend my contribution & cooperation for this unique initiative, if required. But at the same time I would also like to put forward my doubts regarding penetratbility of this initiative among full-time sheep breeders. Therefore, my suggestion would be to introduce a seperate technological strategy for full-time sheep breeders of HP. We can chalk-out the details of such strategy later on. For now, best wishes.

In kerala we are having public information kiosks at selected places (through vet colleges and agri colleges).. but if the ideas like this can be connected through such kiosks to wider audiences through their phones ( what all informations available in that like, what crops can be cultivated in the current climatic conditions, what all diseases can be suspected in the current climate etc..), that will be an immense help for them to take all the protective measures to make their farming profitable. all the best Dr.Devesh…

    Your project resonates strongly with the intentions of the current government economic survey which has urged the innovation in the agricultural extension services as the way out. Hence, the your vision of the project fits perfectly into the scheme of the government.
    The role of social media shall be seen in the broader context of:

    1. As the great leveler in the rural social system, as you know the rural society is deeply stratified still today. This stratification makes the extension services difficult and deteriorates the social capital. Social media can be a great tool in this regard.

    2.The women plays the critical role in any rural enterprise but are subjugated under the patriarchal system of the rural areas. Their empowerment via social networking platforms has tremendous potential. As it will give them the critical information regarding the livestock or agricultural activities. This will give them sense of respect and will cultivate much needed assertiveness to counter the patriarchy.

    3.The wastage of resources like water, power and fertilisers due to lack of awareness is wrecking havoc in the rural sector in forms of soil salinity and reducing water table. Your project will do serve on these dimensions too.

    4.Farmer sucides is a big blot on the face of the educated workers like us,the sucides are basically because of the debt entrapment by middle men who exploit farmer as they lack critical market information. Social platforms can be advantageous in this respect too.

      2.Special efforts are needed to ensure that women get benefitted through social media.Perhaps this can be a real challenge posed.

  435. In my opinion designing calenders for farmers with descriptive pictures of information like season wise diseases occurrence on respective months. Season wise fodder feeding. Would also be helpful.. These calenders can be distributed whenever there is any meet organised among farmers as per the intimation on social media
    Azolla farming. Urea enrichment . Silage preparation are a must in our land . Due to the harsh climatic conditions which the farmer has to bear every year.
    Self help groups can also be made as per need and feasibility for empowering our annadaata

    Social media can be used to extend agriculture even to people who are not really associated with it. For example, there is a malayalam Facebook group called Krishi (agriculture) with thousands of members where enthusiasts help each other in developing farming activities among members who are students and officials. I have seen that they even send free seeds among group members. Many people have turned to small scale / big scale organic/indigenous farming due to the activities of this group. Kerala is presently witnessing a significant increase in horticulture meanwhile reducing its dependence on neighbouring States where high amounts of chemical pesticides are being used on vegetables to be exported to Kerala.

  453. Social media has given more power to the voice of the active man but there are so many challenges in poor Indian condition. Most of the marginal farmers and small farmers are poor in India, and most of them are illiterate. So i doubtful it is useful to them but young farmers are most of them familiarized with most social media. Therefore these an innovation to the area of Indian agriculture even though its very practical in developed countries. So i hopes it will be useful to next era farmers, Best wishes..

Even though it is very practical in developed countries, it is an innovation in Indian agricultural sector for fast knowledge transfer in present fast day world. Similar studies were conducted in New Zealand, Social Media use in the New Zealand agricultural were infancy at the time of study and they got wonderful feedback …
